Really like that you're trying to give more visibility into tracking different tasks in JIRA. It can be really hard to quantify if someone is struggling with a specific engineering task. This will help employees/managers to better manage expectations. Would be cool if you had a tagging strategy that you could incorporate that would help engineering managers without all of the context better understand how long something should take.
